How Often Do Roof Anchors Need To Be Tested & Certified?
All Fall Arrest, Static Line & Rope Access anchors are required to be inspected, tested and certified at least every 12 months (or every 6 months if in regular use) to ensure they are compliant, in good condition and in safe working order according to Australian Standard AS/NZS 1891.4:2009 Section (9).
Not only is safety being compromised for any workers who are relying on non-compliant anchor points, there are also significant penalties in the event of an incident if it is found that anchor points have not been certified within the last 12 months.
Penalties can include fines and potentially criminal charges under the new Industrial Manslaughter Acts in Victoria.
Safety At Heights Is Our Number One Priority
During our gutter cleaning and roof maintenance services, our qualified and experienced technicians found that they were discovering non-compliant and out-of-date anchor points on buildings across Melbourne every day, which highlighted a big gap in heights safety awareness and accountability, so we decided to take matters into our own hands and offer inspection and certification services, directly. Who better to inspect the anchors than the people actually using them and relying on them every day, right?
Everyone deserves to go home from work unharmed and we are committed to providing a safe working environment for not only our staff and our customers, but for everyone in the wider community when undertaking works at height.
Roof Gutter Cleaning Melbourne provides anchor point inspection, testing and certification services in Melbourne to ensure safety, quality and compliance for all your roof anchor installations. Our experienced and qualified technicians are equipped to carry out these inspections and issue a Compliance Report on your heights safety installations.
Not sure how many anchor points you have on your building or if they are in date?
We can organise a Height Safety Assessment to identify your existing equipment and the testing required to ensure your building is compliant with regulations.
Anchor Point Compliance Report & Tags in Melbourne from Roof Gutter Cleaning Melbourne
Upon inspection & testing, each anchor will be individually tagged with a weatherproof label that shows the required operating information for the next 12 month period.
An Anchor Point Compliance Report shows Melbourne properties have been inspected and comply with the safety standards. You will be provided with an itemised summary of the safety system inspected for your records and we will send you a reminder before your next annual inspection is due.

Types Of Testing
There are two different types of tests that may be required, depending on the specifics of the height safety system installed on your building:
- Proof Load Test
- Verification Test
A proof load test is conducted to verify that the anchor is securely and adequately connected to the substrate. This test is required on anchors that are either glued in or friction fixed to masonry materials such as concrete.
We use a direct-pull testing machine that places axial tension on the anchor to ensure it can maintain the load required to arrest a fall from heights.
50% of the minimum anchor design load is applied for a period of 3 minutes without failure. For example, if the anchor point is designed to withhold 15kN of force, a load test of 7.5kN will be applied.
If the anchor cannot maintain the test load for 3 minutes, this is considered a failure and the anchor point will need to be tagged out or removed from use until an engineering assessment has been carried out and the anchor has been replaced, repaired or re-certified.
A visual inspection is conducted to ensure there are no visible permanent defects/deformations/issues, the anchor and its attachment point is in good condition and to confirm that the anchor has been installed as per the manufacturer’s instructions. This test is required for all surface mounted anchors, typically found on tin roof sheets.
If any defects or deformities are present, such as rust, damage, structural issues with either the anchor or the surface it is mounted to, the anchor point will be tagged out or removed from use until an engineering assessment has been carried out and the anchor has been replaced, repaired or re-certified.

Frequently Asked Questions
How often do roof anchors need to be inspected, tested, and certified?
Every 6 to 12 months, depending on usage.

We can organise a Height Safety Assessment for you. This will identify your existing equipment and the testing required to ensure your building is compliant with regulations.
How will I remember when my next annual inspection is due?
We will send you a reminder before your next annual inspection is due.

Do your gutter cleaners have all the necessary insurance cover?
Yes. We are covered by $20 million Public Liability insurance and all workers are also covered by Workers Compensation Insurance. We are happy to forward a copy of the Certificates of Currency on request.
Can you give me a tax invoice?
Of course! Whether it is gutter cleaning for a domestic, commercial or strata property, we are happy to issue a tax invoice.
Do you offer roof repairs?
Yes. We can do minor repairs, which include replacing or repairing broken tiles, sealing gaps with silicone, and other similar jobs.
We also have a team of roof tilers who can perform more major roof repair jobs. Roof restoration services are also available.
Will I need to be there when you are working?
Not in most cases. Usually, we can access the roof with a ladder and there is no need for the householder/business owner to be there while we are working.
What happens when gutters get clogged?
When the gutters become clogged, the water does not drain through the downpipes as it should. Instead, it overflows over the front of the gutter or over the back of the gutter. When the water overflows over the front of the gutter, it is easy to notice; it usually erodes the soil below the leaking area and begins making black marks on the side of your home/building from the dirty water inside the gutter continually leaking. If the water in the gutter starts overflowing over the back of the gutter, it can leak inside your home, potentially creating mould. In addition, if there are fascia boards/rafters behind the gutter, these will begin to rot.

I recently arranged to have our gutters cleaned by Roof Gutter Cleaning Melbourne. The tradies who came were great. They clearly took pride in their work and I couldn't happier with the job. They took me through what needed doing before commencing and then thoroughly cleaned up the areas after they had finished. Would highly recommend.

Jayden and his off-sider arrived on time. Thoroughly explained what needed to be done then went about their job professionally, including a full report including on one trouble spot in particular which needs attending to by plumber. Colour before/after photos also provided. Highly recommend and will use RGCM again. If I knew how to add photos, I would.
